Heard the news? Yesterday at nightfall,
On the vast square, the city's center place.
Froze Lesya Kosach as if into an ice ball,
In her light old dress no more than a necklace.
Stood she there like a nymph of the forest,
No breath from the mouth, stuck in her throat words.
Times are such, steel cold words passed the test
And empty chaff, pierced through our ears' quilt filters.

The poet speaks here of a square in Kyiv, named after Lesya Ukrainka, a famous poetess of Ukraine, and coincidentally, location of the Central Election Commission. Who could foresee events of November 23, 2004 as early as in 1975?

THE RIP VAN WINKLE INSTITUTIONS
The West - naive, provincial and parochial - firmly believed that the rot was confined to the upper echelons of communist and socialist societies. Beneath the festering elites - the theory went - there are wholesome masses waiting to be liberated from the shackles of corruption, cronyism, double-talk and manipulation. Given half a decent chance, these good people will revert to mature capitalism, replete with functioning institutions. It was up to the West to provide these long deprived people with this eagerly awaited chance.

"Where does one draw the line? The haze is so erratic and yet so prominently identifiable. Let me explain what I really mean by that. I have always wanted to write a book. Recently, a senior journalist and editor of The Hindustan Times was caught red-handed by a fellow journalist for lifting an article published in an American
paper a few months ago and dishing it out as his own without even bothering to substantially change the language. Result: the journalist was forced to resign amidst ignominy and the writer whose work was plagiarized was left rather amused. PLAGIARISM AND LITERATURE -- A DICHOTOMY
Copying from one book is plagiarism while from two is research; thus goes the copyright formulation. Rabindranath Tagore in one of his essays forwarded two instances of copying in examinations: one who copies from a book brought inside the examination hall and the other who copied from the same book albeit from his 'head'. Tagore found hardly any basic difference in the two instances. If the former is repugnant, the latter is equally to be looked down upon.

Ukrainian Writers and Publishers - Praying for Benign Neglect
ÍAt the beginning of this year, all domestic publishers stopped publishing books written by Ukrainian authors. Neither new authors nor established ones saw a book come out in print. Moreover, in January, Ukrainian books disappeared from bookshops altogether. Early in February, writers and publishers burned manuscripts and books near the building of the Cabinet of Ministers to protest against a government tax policy which they say discourages the printing and selling of Ukrainian books. In giving them permission to conduct the public meeting, an officer of the Pechersk district branch of the Security Service of Ukraine even expressed solidarity with the writers and publishers, saying, "We wholeheartedly support your action! We cannot stand these taxmen either."

Small and medium businesses have been left to the side. Small enterprises, like the big ones, are in no hurry to show their actual returns - almost every second enterprise keeps a considerable part of its income secret. Though many businesspeople claim they would sincerely like to work legally, a generation has already matured that is accustomed to receiving wages in cash and simply does not imagine that commerce may be different. As a rule, low-paid workers receive their wages legally; parts of these wages are allotted to all the taxes and social transfers. On the other hand, highly-paid workers still receive a salary in envelopes, or they work as private entrepreneurs in the same companies.
