THE RIP VAN WINKLE INSTITUTIONS The West - naive, provincial and parochial - firmly believed that the rot was confined to the upper echelons of communist and socialist societies. Beneath the festering elites - the theory went - there are wholesome masses waiting to be liberated from the shackles of corruption, cronyism, double-talk and manipulation. Given half a decent chance, these good people will revert to mature capitalism, replete with functioning institutions. It was up to the West to provide these long deprived people with this eagerly awaited chance.

PLAGIARISM AND LITERATURE -- A DICHOTOMY EDUCATION
- AT WHAT COST The appropriation of credit for one person's writing by another is a phenomenon that has probably been around for as long as literature, art, and mental activity have won respect and prestige in society. Plagiarism has existed throughout the history of science and art. At all times plagiarists have been held in derision by both they authors themselves and society. Nevertheless, despite moral censure and legal safeguards on copyrights, plagiarism not only continues to exist, but lately seems to be showing alarming expansionist tendencies. GUIDE TO PLAGIARISM AND CYBER-PLAGIARISM Although plagiarism has been around as long as students have, the Internet has dramatically increased the ease of and opportunities for plagiarism. "Cyber-plagiarism" is the term used to describe the process by which students either copy ideas found on the Web without giving proper attribution, or the process by which students download research papers from the Web, in whole or in part, and submit the paper as original work. The phenomenon of cyber-plagiarism is affecting Universities around the globe. The Contradictions of Academic Writing Since teachers and administrators may not distinguish between deliberate and accidental plagiarism, the heart of avoiding plagiarism is to make sure you give credit where it is due. This may be credit for something somebody said, wrote, emailed, drew, or implied. Ukrainian Writers and Publishers - Praying for Benign Neglect ÍAt the beginning of this year, all domestic publishers stopped publishing books written by Ukrainian authors. Neither new authors nor established ones saw a book come out in print. Moreover, in January, Ukrainian books disappeared from bookshops altogether. Early in February, writers and publishers burned manuscripts and books near the building of the Cabinet of Ministers to protest against a government tax policy which they say discourages the printing and selling of Ukrainian books. In giving them permission to conduct the public meeting, an officer of the Pechersk district branch of the Security Service of Ukraine even expressed solidarity with the writers and publishers, saying, "We wholeheartedly support your action! We cannot stand these taxmen either."
